Reason for Leaving:
Working in sales and short projects are what I consider as temporary, solely for
survival purpose, paying bills and helping family. My serious intention is to
return to my professional level of expertise and position as mining engineer but
will pursue and continue volunteer work, accomplish ministerial duties and
responsibilities for the elderly and the disabled in a new community of relocation.

Project Overview: The Bureau of Mining and Reclamation, BMR, is a State Mining
Regulatory office, an agency of the Department of Environmental Protection, DEP, with headquarters in Harrisburg, Pennsylvania that checks and overlooks all mining activities, coal / non-coal operations, throughout the state, open pit and subsurface.

Positions Held: Mining Engineer/Mine Subsidence Engineer (Wilkes Barre, PA) /Mining Engineer Specialist Open Pit/ Permitting and Compliance Engineer Open Pit until date of state furlough.

Reason for leaving: The State Commonwealth of Pennsylvania experienced budget cut issues and deficits and the Governor temporarily furloughed professionals statewide from their state duties and responsibilities.

Primary Duties and Responsibilities: Field investigation and work involving complaints on damages to structures by mine subsidence insurance claimants and homeowners; review of underground mine maps and abandoned mine reclamations; evaluation of sub-surface conditions of dwellings and structures as to whether the physical problems incurred in basement floors and foundation walls are mining or non-mining related damages. The Bureau of Mining and Reclamation, BMR as being a state government regulatory agency, overlooks all operational and current mining practices in Pennsylvania, with emphasis on surface (open pit) and subsurface (underground), and in which case, job responsibilities include the review, coordination and processing of coal and non-coal mining permits, license acquisition, Reclamation-Only applications (new and existing), renewals, minor/major corrections to existing permits, amendments and name changes, permit revisions and corrections to existing permit language, air and water quality information and updates, monitoring and compliance, review of USGS topographic maps, engineer-sealed map/s and cross sections submitted by engineers and consultants, annual bond reviews and calculations, field inspection and mine visits with mining inspectors, engineers and consultants and permittee, highwall stability, the familiar use and competence in Microsoft Office tools, older applied application version of AutoCad on topographic drawings and maps, assistance to public citizen comments and complaints; application and implementation of mine safety policies and procedures, monitoring and compliance in accordance with local, municipal and state levels, applied special conditions to permits, the protection of life habitat and endangered species, the control of illegal and hazardous mining practices, and other environmental issues. Achievements: The Mine Subsidence Engineer is involved in the thorough review of abandoned mine reclamation maps, field investigation, determine solutions to problems caused or not caused by mine subsidence.
