Port of Corpus Christi Authority, Corpus Christi, Texas 2014 - Present
Senior Engineer / Planner. Responsibilities include development and management, tracking, and update of the Strategic Plan and other Planning documents. Oversight of planning for future projects, tenant placements, and tenant improvements, negotiation of tenant lease provisions and technical support for preparation and execution of lease, access, right of way and related agreements, review and approval of tenant improvements including industrial, manufacturing, processing, storage, transfer, loading / unloading facilities; docks, wharfs and other water front infrastructure; roads, railroads, pipelines, and other transportation infrastructure; and, industrial, office, and operations buildings. Responsible for managing and coordinating various simultaneous capital and maintenance projects, preparation of professional services and construction contracts and documentation, preparation of requests for qualifications, requests for proposals and oversight of procurement processes, selection and negotiation of professional services, construction, and maintenance contracts. Preparation and presentation of materials for Port Commission review and approval, and coordination, communication and negotiation with City, County, State and Federal Governments and agencies on permitting, operation, and maintenance issues, and public presentation. Mentoring and supervision of staff and review of letters, agreements, and other documents prepared externally and internally. I also provide technical support for US Army Corps of Engineers on channel dredging and dredge material placement.

Bethel Services / Bethel Native Corporation, Anchorage, Alaska 2013 – 2014
Principal Engineer. Served as the Principal Engineer for Bethel Services. In this capacity I provided technical leadership by leading the Bethel Quality Program and promoting client relationships. In leading the Corporate Quality Program, I provided a balance with operational activities to assure a cycle of quality professional work by advising the firms’ technical staff, Project Managers, Program Managers, and operational leaders in the execution of their duties and responsibilities. This cycle begins with proposal development and continues through project execution, and ends with project close-out. Encouraging effective client interface throughout this cycle is inherent in this capacity. My role included both ongoing mentoring and technical guidance. These efforts supported Bethel’s corporate goal of providing the highest level of professional services necessary to exceed client expectations. My unique balance of diverse experience with both commercial and government sectors as well as formal education is ideally suited to these roles and responsibilities.

Integrated Concepts and Research Corporation, Anchorage, Alaska 2006 - 2012
Principal Engineer Management of a $1+ Billion program of environmental, design and construction projects to update expand and redevelop the Port of Anchorage; funded by the federal government and managed by the U. S. Department of Transportation, Maritime Administration. Direct oversight of the development and implementation of structural and civil design, technical support, and construction contracts associated with a multi-year construction schedule; coordination of design effort to support the construction; NEPA documentation, permitting, and compliance; Coordination with the Federal oversight agencies, regulatory agencies, the Port of Anchorage, and multiple design, construction, and environmental services sub-contractors; claims avoidance, review, and resolution; schedule, budget, and change management; personnel management; and public information process. Responsibilities also include public relations, stakeholder relations, developing and implementing business management plans, developing and managing budgets, personnel management, staff evaluations/mentoring, team building, business risk assessment, business development, and coordination with the US Army Corps of Engineers on construction and navigational dredging. On the Corporate Level, I provided technical and business advice to the CEO, reviewed and advised on business opportunities and participated in business planning, development. I also provided input on business risk assessment and management and participated in Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis.

Alaska Railroad Corporation, Anchorage, Alaska 2003 - 2006
Manager, Northern Rail Extension Program management for the development of a $750 Million + project to extend the Alaska Railroad from Eielson Air Force Base to Delta Junction Alaska. Primary Alaska Railroad contact for consultants, contractors, agencies, potential customers, and public organizations; oversight and responsibility for budgets, schedules, planning, design, National Environmental Policy Act (NEPA) documentation, permitting and regulatory compliance, public information and participation program, federal grant funding, allocation of internal and external resources, and keeping senior management informed and involved.
Manager, Facility Construction Oversight and management of an extensive facility construction program funded primarily by federal grants ($150 Million aggregate program). Oversight of a team of project managers assigned to facility projects, development of program management and project tracking tools, Stakeholder management, coordination with operations, maintenance, and engineering departments; tracking of project schedules and budgets; allocation of internal and external resources; evaluation, management and defense of construction claims: and management of professional design services and other outside consultants.
