As Port Engineer for USS Carter Hall LSD 50 I direct the core maintenance team during the overall planning and execution of the ship’s maintenance and modernization. The core maintenance team is responsible for management and budgeting of ship’s maintenance, logistics and technical expertise, and availability coordination. The maintenance team provides risk management assessments of all ship work requirements by prioritizing and assigning work candidates to the right maintenance availability and executing activity. I was responsible for submitting the Maintenance and Modernization Business plan to the TYCOM to forecast budget recommendations for maintenance related fiscal requirements. The MMBP assesses the ship’s anticipated material condition for budget consideration including the validated CSMP, Class Maintenance Plan, planned fleet alterations, repairs for outstanding departure from specifications, CASREP’s, and Board of Inspection and Survey material discrepancies. I was responsible for validating all work requirements to schedule, estimate, and develop work packages based on MMBP, operational schedule, executing activity capacity, material readiness requirements, and cost benefit analysis.

V. Ships Leisure – Technical Superintendent West (Jan. 2008 – Nov. 2008)
In December 2007 Majestic America Line outsourced its vessel management operations to V. Ships Leisure. I was hired by V. Ships as a Technical Superintendent. I assisted in the development and the approval of technical items for the 2008 dry docking/repair availabilities of three U.S. Flag, overnight passenger vessels. I managed the on time and on budget completion of concurrent major overhauls and maintenance and repair projects of these vessels during a 4 month time period. I was responsible for development and maintenance of the cost tracking for all projects involved with each vessel. This involved conducting: surveys of on board equipment and systems to determine the necessity of repairs or upgrades for FY 08 and FY 09 repair availabilities; the development of specifications for said projects; evaluating contractor estimates to determine the optimum candidate for on time, under budget completion; providing direction to and coordination of onboard staff, contractors, naval architects, and shipyards regarding repairs and upgrades; maintenance of established avenues of communication between vendors/contractors and onboard staff/owners keeping all involved updated on current progress and completion; ensuring all installations and repairs were completed to the satisfaction of the owners and all involved regulatory bodies.

I assisted in the development of the budgetary figures for the 2007 dry docking/repair availabilities of four overnight passenger vessels and the timely completion of all emergency repairs during the 2007 operating season with minimum operational down time. I managed the technical operations on a daily basis for all four vessels which included the following: development of Preventative Maintenance Procedures (PMP) for two vessels and implementation of vessel specific plans on all four vessels; installation and implementation of a ship management program aboard one vessel and development of forward thinking plan for utilization ashore/onboard fleet-wide within a 2 yr period, organization and oversight of all scheduled and unscheduled contractor work and repairs, preparation for and completion of all quarterly and annual regulatory body inspections.
