Mr. Zavagnin is a seasoned structural engineer and construction manager with over 40 years of experience in commercial construction, civil engineering, design, and high-end residential construction. Mr. Zavagnin is an expert in solving challenging and unusual structural and damage issues including post-disaster damage assessment and mitigation, and earthquake resistant design and construction. For the last five years, Mr. Zavagnin has been serving as a technical assistance Federal Emergency Management Agency (FEMA) contractor in several FEMA Regions, and Subject Matter Expert to Contractors assisting States with grant processing. He has served as Public Assistance Coordinator (PAC) and project specialist for multiple projects across the nation and has skillfully administered the terms of the Stafford Act in project worksheet (PW) format.

Project Officer/CEF Specialist. Mr. Zavagnin between 10/14 and 1/15 was assigned as Project Specialist to write the main PW for Coney Island Hospital plus Hazard Mitigation revisions for 3 other Major hospitals of the Largest Metropolitan Health Care Corp. in the Country. Completed and cost validated at a value in excess of $1.4 billion dollars.

PAC (November 2013 - May 2014)
Boulder County, CO | PA Task Order
Mr. Zavagnin mobilized to Boulder, CO in November 2013 and organized the Public Assistance Team to lead in the disaster recovery of $100,000,000 in county road damages. His team conducted 50+ mountain site visits in January 2014; wrote damage descriptions with scopes of works and narratives in February and March; and has provided FEMA with necessary information to write all transportation project worksheets by end of April 2014.

Project Officer/CEF Specialist. Mr. Zavagnin for a short time was assigned school projects in Ocean and Monmouth Counties to provide damage assessment estimates then was on special projects at NYNJ Port Authority at JFK and LaGuardia Airports, Staten Island Bridges, Holland Tunnel and the historic Greenville Transfer Station Project. Mr. Zavagnin provided damage assessments and repair CEF estimates valuing over $50 million dollars and wrote several complex Project Worksheets.

State of Vermont, Montpelier, VT
State PAC (Waterbury State Office Complex). Mr. Zavagnin operated as the Public Assistance Officer for the Waterbury State Office Complex in Waterbury, VT. This was the States’ largest single damaged building campus ($150 million in repairs) including a central power plant, full service hospital, Vermont EMC, State Administrative Offices and State Police Offices. Repairs of this 35 building complex included temporary facilities for up to 800 State employees. Project Worksheets included improved, relocated, repaired and hazard mitigation projects.

2011 Catastrophic Floods (July 2011-Nov. 2011)

City of Minot, North Dakota
Project Officer. Mr. Zavagnin was the PAC for the Minot Public School Sub Grantee. This was an extremely high visibility project with oversight at State and US Senator level. Total estimated damages were in the $65M range. Mr. Zavagnin’s management style of leading state, sub grantee, and construction manager representatives with accurate communication and understanding led to full agreement of the damage repair costs of 4 schools and the estimated replacement costs of 2 schools that met the 50/50 replacement rule. Because of the extreme cash flow needs of the grantee (no flood insurance), several estimated PWs were written for temporary school and classroom sites (Category B-PWs) and for Emergency Protective Measures (dewatering, mold remediation, and environment stabilization) PWs to assist the sub grantee in their cash management needs.

Project Officer. Mr. Zavagnin was deployed to a local field office to serve as a project specialist for five months where he attended kick-off meetings and developed numerous PWs for Category A-G funding. He also developed hazard mitigation proposals for sheet piling walls to mitigate steep bank erosion. Applicants included the county conservation district, small towns and villages, and private non-profits.

Some of the damage assessment and PWs that he wrote included Reliant Stadium, The Astrodome, Reliant Park Convention Center, Several Rice University Buildings and several Metro Houston School District Buildings. During the last months of his assignment he was appointed as the CEF (Cost Estimating Format) lead.
