Extensive civil engineering experience in water resources development and wastewater management with emphasis in utility operations, technical and administrative project management. Direct the technical staff, including developing and implementing goals, objectives, policies, procedures, training, safety and work standards for the Torrance Municipal Water Department. Prepare and deliver presentations to Water Commission, City Council, Civic Groups and General Public. In addition, direct department budget and water rate development process, including overseeing preparation, review and presentation of budget and rate recommendations. Responsible for planning, management and administration of alternative water resources program, NPDES, water quality program, contract and construction administration, capital improvements, GIS and computerized mapping, facility and maintenance management system, strategic and operational planning. In addition, responsible for establishment of Engineering Division within the Municipal Utility, development and training of technical staff, formulation of organizational development programs and overseeing development of engineering



standards for the Water Department. Formulate policy recommendations and represent the City with other agencies , such as the Metropolitan Water District, the State Department of Health Services, the Water Replenishment District of Southern California, West basin Municipal Water District and other outside organizations.
