PROFILE: Thirty (30) years of U.S. and international recognized nuclear program and project management experience and project successes on mission critical safety-related projects, including twenty (20) years with the US Department of Energy as a senior project manager and eight (8) years of onsite nuclear reactor start up and testing experience at US commercial nuclear plants. Experience includes, but is not limited to, the following:

• Deputy Manager of Engineering for construction, testing, startup and commissioning of the Interim Spent Fuel Processing Facility (ISF-2) at Chernobyl Nuclear Power Plant in Slavutich, Ukraine;

• Department of Energy Supervisory Project Manager appointed the technical lead on the $2B (i.e. US contribution $400M) non-proliferation fissile materials disposition project in partnership with Russia that includes construction, start up, and commissioning of Russia’s 800 MWe fast nuclear power reactor, mission related safety-related modifications to Russia’s existing 600 MWe fast nuclear reactor, construction, start up and testing of Russia’s new mixed oxide fuel (MOX) fabrication facility and retrofit of its existing pilot scale fuel fabrication facility; Developed budgets, funding requests, resource needs, and project controls and plant safety-related modification and testing schedules. Ancillary projects were associated with those processes and plant facilities needed to effect a closed nuclear fuel cycle in Russia, including but not limited to mining, conversion, fuel fabrication, fuel irradiation, and spent fuel facilities; Managed team of international technical managers and consultants;

• Department of Energy Supervisory Project Manager responsible for the design certification of the next generation of US advanced light water reactors: Westinghouse AP-600, General Electric ABWR, and General Electric SBWR nuclear reactor designs. Program was performed in co-partnership with the US nuclear industry’s lead nuclear design organizations (~ $500M); Managed Westinghouse and General Electric corporate managers who had oversight responsibility for the US government cost share expenditures; Monitored the level of resources expended and assisted in developing with industry principals their funding and budget requests; Presented program status reports to senior US government policy managers; Instrumental in establishing Inspection, Test, Analysis, and Acceptance Criteria (ITAAC) Guidelines for the plant’s safety systems, structures and components; ITAAC are used by designers and constructors of US nuclear plants and regulators to assess the acceptability and deployment of the next generation of US nuclear reactors by using US regulator-certified testing procedures and acceptance criteria;

• Nuclear Startup Engineer at Palo Verde Nuclear Generating Station Units #1, 2, and 3 with project lead responsibility for engineering, installation, and testing of reactor coolant systems (RCS), safety injection systems (SIS), chemical volume and control systems (CVCS), and in-core control and monitoring systems (ICCMS) at each of the units; Interfaced with equipment vendors and NSSS designer on specifications, test procedures, maintenance and operating manuals for major system pumps, valves, motors, and corrective actions resulting from defects revealed during cold and hot functional testing, as well as start up testing needed conformances ; performed daily system walk downs to access conformity with construction and as-built drawings, P&IDs, etc.; Reviewed certificates of conformances (C of Cs) for equipment acceptability;


• Nuclear System Test Engineer at Fort Calhoun Nuclear Power Plant with lead responsibility on ASME Section 11 nuclear steam supply system plant modifications and testing, including reactor coolant system and control room safety-related test ; As the lead test engineer, was the first in the commercial nuclear industry to develop, write and implement a test procedure to test in situ and at low power the plant’s RCS main pressure operated relief valves (PORVs) – a requirement imposed by the US NRC for all commercial nuclear power plants with PORVs; Developed and wrote test procedures for other NSS I&C systems;

• Department of Energy Supervisory Project Manager appointed technical lead on concurrent upgrade projects associated with Russian-designed VVER-1000 (Novovoronezh NPP, South Ukraine NPP, Zaporizhzhia NPP, Balakovo NPP), VVER-440 (Novovoronezh NPP), RBMK (Chernobyl NPP, Kursk NPP, Leningrad NPP, Ignalina NPP), and BN-600 (Beloyarsk NPP) nuclear power plant (NPP) reactors, including, in part, the design, engineering, installation, testing of safety related plant computer systems, safety parameter display systems, and control and protection systems; and

• Department of Energy Supervisory Project Manager on Y2K-related concurrent safety related nuclear plant modifications of Soviet-designed reactors located in Russia, Lithuania, Ukraine, and Czech Republic.

Interim Spent Fuel Facility (Chernobyl Nuclear Power Plant)
Under the guidance of the senior engineering manager oversaw technical planning, analysis and execution of engineering activities for the construction, start up and commissioning of the Interim Spent Nuclear Storage Facility (ISF-2) at the Chernobyl Nuclear Power Plant Industrial Site in Ukraine. Responsibilities included planning, executing, and documenting engineering design, development, and production efforts; performed engineering assessments of the ISF-2 facility, design of processing equipment, mechanical systems, specification preparation, project and construction cost estimates, project schedules; developed design review procedures, project plan, and factory acceptance test procedures; identified engineering related problems and recommended corrective actions; reviewed and critiqued technical engineering project design documents and submittals; oversaw and provided guidance and input into the program of performance (schedule) and cost/schedule baselines and ensured effective control; ensured engineering project milestone delivery dates were achieved on time and performed analyses to identify deficiencies and developed required corrective actions; developed and tracked performance and metrics reporting.
