EXPERIENCE SUMMARY:

 More than thirty (30) years of diversified national and international experience in Project Management and HSE in the Oil & Gas, refinery, petrochemical industries, and Ports & Harbors. Managed the development and implementation of a diverse range of multi-disciplined engineering projects from initial planning stages to completion relating to both new facilities and modifications of existing facilities. These included pavement design, onshore/offshore Oil & Gas production facility, petrochemical plants, ethylene plant, polyethylene plant, pumping station, environmental projects, pipeline systems, crude oil/water storage tanks, gas lift system, refinery expansion, etc.

 Provided input into proposal/conceptual design, coordinated multi-discipline activities, project planning, cost control, and budgeting. Reviewed and approved engineering studies, construction drawings, change orders, schedules, ensured effective site supervision and project administration along with project process. Evaluated proposals from consultants, contractors, vendors, suppliers, negotiated design fee, project management and contract administration.

 Also responsible for bid evaluation including negotiations with EPC contractors and made recommendations to management for award of contracts. This also included project execution, implementation of hazardous waste management programs, loss prevention compliance review, HAZOP study, review of noise and air pollution control programs, contract administration, state and federal environmental regulations/compliance and client liaisons. Familiar with various applicable codes, standards, and regulations.

PROJECT DELIVERY ENGINEER

• Provide project management support to select, define and execute onshore projects (Arrowhead & Permian)
• Provide project coordination support to project engineers, Shell TA’s, construction team, operational readiness team and design Consultant.
• Accountable for safe and successful delivery of top quartile scope, cost and schedule of projects, project development, engineering, procurement, and construction management.
• Act as the Shell focal point for directing consultants/contractors involved in execution of projects.
• Facilitate technical assurance of projects via the Project Control and Assurance Plan (PCAP) and Project Delivery Roadmap or Opportunity Realization Process.
• Accountable for interfacing with and managing design-engineering firm to deliver detailed design packages for construction and in compliance with applicable standards.
• Coordinated several of the project processes efforts with multi groups such as PEER review, Risk review, Asset action plan etc.
• Currently coordinating and leading efforts with MOSAIC (Catalogue) for the Permian Asset and developed the Project Execution Strategy for Well Pad Production Facilities along with a “Project Charter” to align with utilization of MOSAIC components during construction.

• Managed FED-4 (detailed engineering design & construction management) of Hydrocracker unit
• Supported Project Management Team (PMT) in coordination and execution of FED-3 process, in accordance with the Project Execution Plan (PEP)
